The government's own count agrees on the shape. As of 31 March 2026, cumulative DPIIT recognised startups crossed 2.23 lakh, with 55,200 plus recognised in FY 2025-26 alone, the highest in any single year. The top five states were Maharashtra with 38,660, Karnataka with 22,600, Uttar Pradesh with 21,960, Delhi with 21,120 and Gujarat with 19,270.
In a written reply to the Rajya Sabha, the Minister of State stated there is at least one recognised startup in every state and union territory, spread across over 80 percent of India's districts.

Entrackr puts Bengaluru at $6.03 Bn across 477 deals in 2025, a 46 percent share of all Indian startup funding, up from 35 percent. Delhi NCR took $2.57 Bn and Mumbai $2.26 Bn. Pune, the fourth city, took $409 Mn, less than a fifteenth of Bengaluru. In the first half of 2026 Entrackr reports the top five hubs took more than 95 percent of everything raised.
Tracxn found that startups headquartered outside India's primary clusters number over 68,000, and that they raised about $3.2 Bn across roughly 2,200 rounds in the entire decade from 2016 to 2025. Entrackr puts Bengaluru alone at $3.8 Bn in the first six months of 2026. Ten years of every emerging city in India, against six months of one city.
So which is it
Both, and the confusion comes from a single word doing two jobs. Roughly half of India's recognised startups are outside the major metros, which is a real and verifiable fact about company formation. Almost all of the venture capital is not, which is a real and verifiable fact about capital. A statement about one is not evidence about the other.
The tier 2 share itself should be handled carefully. It has been published as 50 percent in January 2024, 45 percent in the Economic Survey 2023-24, and nearly 50 percent by the Press Information Bureau in January 2026, on a rising base, with no published methodology or definition of a tier in any of them. It is an estimate that moves, not a measurement.
