Karnataka Launches KEO, India’s First State-Built AI PC to Bridge the Digital Divide

The government of Karnataka has unveiled KEO, a compact, affordable and locally-developed AI-ready personal computer designed for students, engineers, creators and households. The initiative aims to bring intelligent computing to the grassroots, bridging the digital-access gap in the state.

What is KEO and Who Developed It:

KEO stands for Knowledge-driven, Economical, Open-source. It has been developed jointly by the state’s Karnataka State Electronics Development Corporation Limited (KEONICS) and the Department of Electronics, IT & BT, Government of Karnataka, under the oversight of the state’s IT/BT ministry. The device is built on an open-source RISC-V processor and runs a Linux-based operating system, reflecting a focus on affordable, home-grown technology.

Key Features and Technical Specifications:

The KEO PC offers a range of modern features aimed at education and productivity:

  • An onboard AI core that allows selected AI applications to run locally, even without full internet connectivity.
  • Support for connectivity including 4G, Wi-Fi and Ethernet, along with ports such as USB-A, USB-C, HDMI and audio jacks.
  • Pre-loaded learning tools, productivity applications and programming utilities tailored to support students and creators alike.
  • One standout aspect: an integrated local AI agent named “BUDDH”, trained on the state’s syllabus (through the Department of State Educational Research & Training, Karnataka or DSERT) to assist students, parents and teachers.

Why This Initiative Matters:

Only around 15 % of households in Karnataka currently own a computer, far below what is required in a digital-learning and digital-employment era. With smartphone penetration high but PC access low, many students and small businesses have been left behind. The state government says KEO is “an inclusion device”, not a luxury gadget, meant to democratize access to computing, skills and entrepreneurship.

Minister Priyank Kharge noted that this initiative aims to strengthen Karnataka’s role as a technology hub and enable citizens at all levels to participate meaningfully in the digital economy.

Launch, Pricing and Deployment:

KEO was formally launched during the Bengaluru Tech Summit 2025, where Chief Minister Siddaramaiah and other senior officials were present. The price has been reported at around ₹18,999, marking it as one of the most affordable AI-ready PCs introduced by a state in India. Plans are in place for distribution across schools, universities, small businesses, government offices and homes throughout Karnataka.

Challenges and Expectations:

While KEO is ambitious in scope, execution will be key. The device must deliver consistent performance, regular software updates, ecosystem support (training, maintenance) and widespread availability to truly impact digital inclusion. Some observers note that past low-cost computing initiatives have faltered due to scale, supply-chain constraints and user adoption. The government also points to global supply-chain pressures (such as rare-earth minerals) that could influence pricing and rollout pace.

The Road Ahead:

With KEO as a cornerstone of Karnataka’s push into “deep tech” and inclusive computing, the state aims to extend its digital infrastructure beyond metropolitan areas, reaching rural districts and underserved populations. By leveraging local hardware, open-source software and educational integration, the move may serve as a blueprint for other states. If successfully scaled, the initiative could reshape access to learning, jobs and innovation across India.
